This is a cotton, red Christmas dress, with a narrow, double ribbon tie at the front of the neckline.  Neckline and sleeves are gathered with elastic.  The short sleeves are slightly puffy.  The dress hem has an attached, wide ruffle. Machine wash and dry on cool or warm.  Iron ok.
